Operating a meat or poultry business
Meat and poultry processing premises are food businesses that process meat and poultry for human consumption.
This may include activities such as slaughter, boning, slicing, further processing, packaging, value adding or transporting.
These businesses must comply with the relevant food legislation and standards, which vary depending on:
- the business activities and/or
- whether the business exports overseas or only sell to the Australian domestic market and/or
- whether the business is a wholesaler or retailer and/or
- whether the business sells raw or ready to eat foods
Different agencies have a role in the regulation of their own respective acts which may impact some meat and poultry businesses. Agencies include local governments, the Department of Health, the Department of Agriculture, Fisheries and Forestry and the Department of Water and Environmental Regulation

Meat

Food Standards Code
Means the whole or part of the carcase of any of the following animals, if slaughtered other than in a wild state:
(i) buffalo, camel, cattle, deer, goat, hare, pig, poultry, rabbit or sheep;
(ii) any other animal permitted for human consumption under a law of a State, Territory or New Zealand; and does not include fish, avian eggs, foetuses or part of foetuses.
For application of Chapter 4.2.3 the definition of meat includes animals slaughtered in the wild state.

Poultry
|
Food Standards Code
Means chicken, turkey, duck, squab, geese, pheasants, quail, guinea fowl, mutton-birds and other avian species with the exception of ratites (ostriches and emus).

Wild game meat
|
Means the whole or part of the carcass of any bird, buffalo, camel, deer, donkey, goat, hare, horse, kangaroo, rabbit, pig, possum or wallaby that has been slaughtered in the wild state, but does not include avian eggs, foetuses, parts of foetuses or pouch young.

Ready to eat meat
|
Meats that are intended to be consumed without further heat treatment. This includes but is not limited to: cooked or uncooked fermented meats, paté, dried meat, slow cured meat, luncheon meat, cooked muscle meat.

Meat Transporter
|
A food business that is responsible for transporting meat carcases (excluding poultry) for human consumption. It may include game meat and associated products but does not include transportation of carcases for pet meat.

Processing Premises
(As per Food Regulations 2009)
|
Means:
(a) premises where meat is processed for human consumption; or
(b) premises where smallgoods are manufactured; or
(c) butchers’ premises where the butcher supplies meat and meat products for further processing and sale (whether or not in conjunction with retail sales),
but does not include —
(d) butchers’ premises, or other premises, if the sales from the premises are predominantly retail sales; or
(e) field depots or wild game meat processing establishments.

Wild Game Processing Establishment
|
Means a premises where wild game animal carcases are processed, handled, packed and/or stored. (This does not mean a field depot).

Wild Game Field Depot
|
Means a depot in which wild game animal carcases are held temporarily under refrigeration pending transport to a wild game processing premises.
|
Abattoir
|
Means a premises used for or in connection with the slaughtering of animals for human consumption, including holding yards and similar places.

Rendering premises
|
Rendering plants are premises where animal by-products are rendered or boiled down to remove moisture or liberate fats/oils.

Registration/Notification for meat businesses
Before operating a meat or poultry food business, the business proprietor needs to register or notify the relevant agencies. The relevant agencies include:
- Local Government (LG) Environmental Health Services
- Department of Health (DOH), Environmental Health Directorate or
- Department of Agriculture, Fisheries and Forestry (DAFF)
The appropriate agency depends on where the business is located and also the activities of the business (for example, if the business exports meat products overseas).

If your business covers more than one activity type, you only need one food safety management system that covers all processes.

The Australian Standards are adopted into legislation by the Food Act 2008 (the Act), and the Food Regulations 2009 (the Regulations). Compliance with the Australian Standards is required for proprietors who slaughter and/or process meat or meat products for predominantly wholesale sales. Compliance with the Food Standards Code also remains in force for premises under the standards.
