Agreement

An arrangement or legal contract between parties whereby the accepting party will provide services and/or resources to the offering party for which the offerer pays or provides funds.

There are a wide range of AGREEMENTs involved in DOH business, including:
= employment contracts (with individuals)
= enterprise agreements (with unions or professional organisations)
= awards
= memoranda of understanding (with other government agencies)
= service level agreements (with private service providers)
= health service agreements (with the health services within DOH)
= service contracts
= purchasing agreements (with potential suppliers)
= other agreements

Business Rules

Each AGREEMENT is a HEALTH CARE SERVICE AGREEMENT, a PROJECT AGREEMENT, a PURCHASE AGREEMENT, a SERVICE LEVEL AGREEMENT or an OTHER AGREEMENT.

Each AGREEMENT -

• must be offered by only one ORGANISATIONAL UNIT
• must be accepted by only one ORGANISATIONAL UNIT
• may be contingent upon one or more AGREEMENT CONDITIONs

Agreement Condition

An AGREEMENT CONDITION is a provision making the effect of an AGREEMENT contingent upon a stipulated requirement being met.

Each AGREEMENT CONDITION -

• must be stipulated within only one AGREEMENT
• may set one or more TARGETs

Benchmark

A value for a HEALTH SYSTEM MEASURE where the value represents best practice or the accepted long-term goal.

Each BENCHMARK must be defined for only one HEALTH SYSTEM MEASURE.

Budget Element

A quantity of funds specified for a purpose within a PLAN, and effective for a period of time.

Business Rules

Each BUDGET ELEMENT -

• must be effective for only one ACCOUNTING PERIOD
• may be made up of one or more BUDGET ELEMENTs
• may be the subject of one or more FINANCIAL EVENTs
• may be applied to one or more PLANNED TASKs
• may be a sub-element of a BUDGET ELEMENT

Health Care Service Agreement

An arrangement or contract where one ORGANISATIONAL UNIT agrees to provide funds to another ORGANISATIONAL UNIT for an agreed set of Health Care Services to specified AGREEMENT CONDITIONs that are usually agreed outcomes at agreed quality standards.

Each HEALTH CARE SERVICE AGREEMENT is a type of AGREEMENT.

Health System Measure

Any statistic that is reported on within the Department of Health. Such measures are used chiefly to judge the health of the population or the performance of DOH or an organisational unit or a project within DOH.

• may have one or more BENCHMARKs
• may have one or more TARGETs

Other Agreement

An arrangement or legal contract between parties whereby the accepting party will provide services and/or resources to the offering party for which the offerer pays or provides funds, where the AGREEMENT is not a HEALTH CARE SERVICE AGREEMENT, PURCHASE AGREEMENT or PROJECT AGREEMENT.

Business Rules

Each OTHER AGREEMENT is a type of AGREEMENT.

Plan

A detailed formulation of a program of action set out to achieve a Department of Health business objective.

Business Rules

Each PLAN -

• must be made by only one ORGANISATIONAL UNIT
• may be implemented by one or more PLANNED TASKs
• may give rise to one or more PROJECTs
• may set one or more TARGETs

Planned Task

A requirement that implements a part of a PLAN or PROJECT that requires time, resources and funds to be completed.

Business Rules

Each PLANNED TASK -

• must have only one BUDGET ELEMENT
• must be the implementation of only one PLAN or must be the implementation of only one PROJECT

Project

A specification of the work required to achieve the completion of an agreed deliverable.

Business Rules

Each PROJECT -

• must be allocated only one COST CENTRE
• must be managed by only one ORGANISATIONAL UNIT
• must arise from only one PLAN
• may be staffed by one or more PERSONNEL MEMBERs
• may be implemented by one or more PLANNED TASKs
• may result in one or more WORK ORDERs
• may be established by a PROJECT AGREEMENT

Project Agreement

An agreement to establish a PROJECT that will be delivered (in full or part) by an ORGANISATIONAL UNIT that is, in concept, a SUPPLIER of services

Business Rules

Each PROJECT AGREEMENT is a type of AGREEMENT.

Each PROJECT AGREEMENT must establish only one PROJECT.

Purchase Agreement

Any agreement or contract to purchase goods and/or services. Such as:
- An ongoing agreement with a SUPPLIER to buy a range of items under predefined conditions
- A contract relating to the purchase of a specific set of goods and/or services. Such a contract may include conditions relating to Service Level Agreements

Each PURCHASE AGREEMENT is a type of AGREEMENT.

Each PURCHASE AGREEMENT -

• must be made with only one SUPPLIER
• may be specified in one or more PURCHASE ORDER ITEMs

Service Level Agreement

An agreement relating to the provision of maintenance or other services to the Department of Health subject to agreed levels of service. Such an agreement normally applies to physical resources, and may include a warranty, service schedules and conditions as well as conditions covering availability of parts or response to service calls.

Each SERVICE LEVEL AGREEMENT is a type of AGREEMENT.

Each SERVICE LEVEL AGREEMENT -

• must be provided by only one ORGANISATIONAL UNIT
• may apply to one or more PHYSICAL RESOURCE ITEMs

Target

Any value for a HEALTH SYSTEM MEASURE where that value has been set up as the target value in an AGREEMENT or a PLAN.

Each TARGET -

• must be set for only one HEALTH SYSTEM MEASURE
• must be defined for only one AGREEMENT CONDITION or must be defined for only one PLAN
