What is HACC?
The Home and Community Care (HACC) Program provides basic support and maintenance services to frail aged people, younger people with disabilities and their carer to assist them to continue living independently at home. The types of support include:
- support to participate in social activity in a group or one-on-one
- assistance with everyday household tasks
- assistance to enhance nutrition, function, strength, independence and safety
- assistance to support your independence in your personal care activities such as showering and dressing
- assistance to keep up with essential activities such as shopping, banking and maintaining social contacts
Eligibility
To be eligible for HACC a person must be living in the community and have an ongoing functional disability that impacts on their capacity to live independently. A HACC Service Provider will assess your eligibility and identify your level of need. They will work with you in the short or long term to overcome, lessen or better manage the difficulties you are experiencing.

You can contact a HACC service provider directly. You do not need a referral. For information on service providers in your area and to get their telephone number, contact the Commonwealth Carelink Centres on 1800 052 222.
To make a complaint
As a consumer of HACC services you have the right to make a complaint. A complaint should be made directly to your service provider:
- in writing, you may ask for a complaint form or write a letter
- by telephone
- in person

If you prefer, you can involve an advocate. An advocate can be a family member or a friend, or an agency such as Advocare, Freecall™ 1800 655 566. Your advocate can be involved at each step of the complaint process.
If your complaint is not resolved to your satisfaction at service provider level you may wish to have the complaint dealt with through the WA HACC External Appeal Process. Your complaint should be forwarded in writing to:
