Non-Admitted Activity Recording and Reporting Policy for WA Health Services 2015–2016
This Operational Directive is applicable to all public hospitals and Health Services in Western Australia (WA) which provide outpatient services.
The purpose of this Operational Directive is to assist WA hospitals and health services to record non-admitted outpatient activity in a consistent and meaningful manner and the Non-Admitted Activity Recording and Reporting Policy for WA Health Services (the NAARRP) is a key part of this process. The Policy provides Health Services with a framework, containing detailed rules and criteria to enable this to occur. It also provides an understanding of reporting requirements to mitigate risks associated with failing to report activity accurately. Accurate and timely information about the care we provide is used in many ways – including ensuring that our health services are adequately funded for the services they provide.
High quality, robust data is an integral part of the practical application of Activity Based Funding/ Activity Based Management (ABF/ABM). A primary focus of the ABF/ABM implementation strategy has been to ensure Health Services record and classify the care that is being provided so that this information can be reported with confidence to:
inform the calculation of the weighted activity units and pricing and therefore the local funding and budget allocations to Health Services
support policy decisions, which are implemented as purchasing decisions
provide information to measure and assess performance against targets
provide reliable information to national bodies to guide national performance reporting, price setting, and Commonwealth funding to WA.
Non-admitted outpatient activity must meet the criteria for recording and reporting. These include requirements for clinic registration, referral registration, appointment scheduling and outcoming as well as coding and scope criteria set by the Commonwealth.
Please refer to the attached NAARRP for the rules and criteria for recording and reporting non-admitted outpatient activity in WA Health. Health Services are directed to implement and ensure compliance with this policy.
