Authority to 'Stand Down'
The Department of Health has an obligation within Westplan Health to ensure that an efficient health response can be activated to meet health disaster and emergency management requirements.
The aim of this instruction is to provide guidelines regarding procedures for deactivation – standing down the health response in major disasters
The Director, Disaster Preparedness and Management (DDPM) will issue the ‘Stand Down’ order in accordance with part 4 of the State Health Emergency Management Support Plan (Westplan - Health).
• If the State Health Emergency Management Support Plan is activated as a health service response only, the DDPM is responsible for initiating the ‘Stand Down’ order.
• If the State Health Emergency Management Support Plan is activated in conjunction with other State Emergency Management Plans, the State Emergency Coordinator (Commissioner of Police) will initiate the State Emergency ‘Stand Down’ order. The DDPM will then issue the ‘Stand Down’ of the health response when appropriate.
Monitoring and Review
The Executive Officer, Disaster Preparedness and Management is responsible for the monitoring and review of this document on an annual basis.
