Admission, Readmission, Discharge and Transfer Policy for WA Health Services
WA health services, hospitals and health care facilities have an obligation to count and label activity in a meaningful and consistent fashion. The Admission, Readmission, Discharge and Transfer Policy for WA Health Services (the ARDTpolicy) is a key part of this process and its intent is to provide health services with a framework, containing detailed rules and criteria to enable this to occur.
Activity Based Funding and Management as the principal resource allocation and funding mechanism means that labelling and counting activity accurately and consistently is essential in order to:
ensure equitable and efficient resource allocation within WA Health
position the State to align with national hospital funding reforms
Failure to achieve these objectives carries a number of serious implications ranging from sub-optimal resource allocation and service delivery to the WA community, to sanctions and disciplinary procedures brought down by the Commonwealth.
An admitted patient must meet the criteria for admission related to the admission category and care type. These include requirements for expected levels of care and associated documentation, same day specific criteria for emergency admissions and procedure exclusions set by the Commonwealth.
Health Services are directed to implement and ensure compliance with this policy.
