|Description:||This Operational Directive (OD) outlines business rules to be followed by Budget Holders and delegated officers in the implementation of standardised Human Resource (HR) processes across the Department of Health in Western Australia. This OD allocates them with greater accountability for the quality and reliability of information they provide. These processes are endorsed by the State Health Executive Forum (SHEF) and are crucial in improving the transparency of Human Resource Information Systems (HRIS) information and consequently for the improvement of corporate governance practices.|

Business Rules to Maintain Data Integrity of HR Information Systems
This Operational Circular (OD) supersedes OD 0161/08 and has been updated to refer Budget Holders to the relevant policy which outlines their accountability in Human Resource (HR) data collection and storage.
On 1 December 2008 the State Health Executive Forum (SHEF) endorsed the development of business rules to:
Implementation of these business rules involve changes to existing Health Services and Health Corporate Network (HCN) procedures, and require Human Resource Information Systems (HRIS) clean-up actions.
Budget Holders and delegated officers are required to comply with the following business rules and should contact their workforce branches/directorates for more information.
Details of the SHEF endorsed business rules for HR establishment information are provided below.
Tranche 1 - Business Rules for HR Establishment Information
Routine clearing of invalid positions
1. On an annual basis (i.e., end of each financial year):
Restrict update of Establishment positions to HCN
2. HRIS user access to create and maintain Establishment (positions) is restricted to HCN Establishment Group personnel.
Budget Holder accountability for Establishment recorded in corporate systems
3. All HR data must be stored in HRIS to be consistent with Data Stewardship and Custodianship Policy OD 0487/14 (Performance Directorate).
