Head of Department Allowance for Salaried Medical Practitioners
All salaried medical practitioner Industrial Agreements provide common terms for the appointment and the remuneration of medical heads of department (however titled).
The provisions of the Department of Health Medical Practitioners (Metropolitan Health Services) AMA Industrial Agreement 2013 specifically referencing medical heads of department are at Clause 20 - Contract of Service and Clause 52 - Professional Responsibilities / Confidentiality. The provisions (Attachment A) are consistent in each of the respective salaried medical practitioner Industrial Agreements.
These terms include:
A determination is required of the allowance rates payable under the new criteria.
A Head of Department Allowance form (K10) has been established as the means of providing instruction to HCN for the payment of the allowance. Form K10 is available at: https://healthpoint.hdwa.health.wa.gov.au/forms/Pages/default.aspx
Authorisation for the payment of the allowance rests with Chief Executives (or delegate) on recommendation from the relevant Executive Director (or delegate).
Existing Heads of Departments have continued to be paid the allowance under the terms of the respective 2011 Industrial Agreements pending advice to HCN of the new allowance rate using form K10. Payment of the revised rates will be applied retrospectively to the first pay period on or after 1 October 2013.
Job descriptions are required to be established for each head of department positions, if not already established.
The quantum of the allowance is to be reviewed at least annually.
This review process needs to be managed at a site level and advice provided to HCN on Form K10 if there is any variation.
